I have the honour to forward the draft of certain proposed additions to the Estimates of 1902, and to request the sanction of Government, before inserting them in my Estimates for 1903.
2. My recommendations are based upon those of the Education Committee, in whose report they have been fully discussed. I shall therefore confine myself at present to the elucidation of certain matters of detail.
3. The numbered entries in red ink are those which embody the proposed increases. The entries in black ink correspond exactly with last year's Estimates (except as regards the order in which they are arranged) and except that I have been able to recommend reductions in certain instances. By far the most important of these reductions is concerned with the Belilios Reformatory, the abolition of which has already been considered; the other reductions have been the subject matters of correspondence between this Department and the Government or will be before the end of the current year.
4. The following references are to the numbered entries in red ink. (1) Justified by the considerable increase in correspondence due to the erection of new schools. I may possibly have to ask for some extra clerical assistance later. (2 and 3) Already approved (C.O.65/102). (4) Recommended by the Committee Report section 84, Infant School Mistress can be engaged locally when the numbers of the School justify it.
